HOUSTON, Sept. 16 -- Russia and Norway have signed an arctic border treaty that allows oil and gas exploration of a 175,000 sq km area that has been under dispute for 40 years. Much of the area is in the Barents Sea.
Russian President Dmitry Medvedev and Norwegian Prime Minister Jens Stoltenberg met in Murmansk for the signing of the treaty, according to Radio Free Europe/Radio Liberty.
